Description:

The Child and Family Services Review is a
collaborative effort between the State and Federal government. During the 2001 NRC-CWDT conference, a panel of staff from the Federal CFSR Team and from States involved in the CFSR review gave a presentation on the CFSR process.

Cindy Walcott, Vermont Division of Social and Rehabilitation Services, was one of the panel members. She has over 20 years of experience which includes work as a social worker in child protection, foster care, adoption, and coordinated the department's special needs adoption program. Currently Ms. Walcott oversees division planning activities, policy development, and quality assurance.

The NRC-CWDT is pleased to provide the PowerPoint presentation given by Ms. Walcott at the NRC-CWDT conference, which provides concrete advice and insights from her experience with the CFSR process. Available in PowerPoint and in Word. When asked how the process affected Vermont, Ms. Walcott replied, "First, I would say that States should and can make this process work. The CFSR process is not for Federal staff. This review puts the focus back where it belongs, on the outcomes and quality of social services to families and children. This process enables States to take control of an important review process, move forward, and advocate for what is needed. In Vermont, the process forced us to develop new capacity for data that we simply did not have before. The process has truly helped us to understand what the outcome data means and enabled us to develop and understand outcome reports. My advice for States is to get in the driver's seat; picture where they want to review to take them; and give themselves enough time to prepare and critically analyze how improvements may be made."
