Service Array
The National Child Welfare Resource Center for Organizational Improvement (NRCOI) and the National Resource Center for Child Welfare Data and Technology (NRC-CWDT) together offer a process and a set of tools child welfare agencies can use in conjunction with community stakeholders to assess and enhance their child and family service array. The NRCOI and the NRC-CWDT have the capability to provide training and technical assistance in the process of using these tools. We are also available to work with agencies to customize and adapt these tools to their own individual circumstances. The full set of tools is available on the NRCOI website: http://muskie.usm.maine.edu/helpkids/servicearray.htm
This service array process entails the creation of a Child and Family Snapshot to inform a site involved in the process on characteristics of the target population. The Child and Family Snapshot incorporates data available to the agency for each site. The NRC-CWDT has developed SPSS syntax which can be used to extract “core” data from NCANDS and AFCARS submissions and populate an Excel workbook. We can provide assistance in using the following materials:
Child and Family Snapshot Description (This 15 page document describes the Snapshot and its purpose, as well as identifying potential Federal and State sources for the desired data, including potential data sources for each of the capacities to be assessed.)
Child and Family Snapshot: Excel Workbook (This workbook compiles “core” data from NCANDS and AFCARS submissions that the agency may want to use in the Child and Family Snapshot.)
Instructions for Service Array Programs (These are the directions for using the utility to extract data from NCANDS and AFCARS submissions.)
servicearray.zip (This is a zip file of the utility used to extract data from NCANDS and AFCARS submissions and populate the Excel workbook.)
