National Youth in Transition Database

The National Youth in Transition Database (NYTD) requires that States engage in two data collection activities.  First, the State is to collect information on each youth who receives independent living services paid for or provided by the State and transmit this information to ACF biannually.  Second, the State is to collect demographic and outcome information on certain youth in foster care whom the State will follow over time to collect additional outcome information.  This information will allow ACF to track which independent living services States provide and assess the collective outcomes of youth.

The NRC-CWDT is pleased to offer States technical assistance and products to understand the new data collection efforts for NYTD.

“U-NYTD” Technical Assistance

Two NRCs United for NYTD = UNYTD TA

Even before the publication of the final rule on the National Youth in Transition Database (NYTD) in February of 2008, the National Child Welfare Resource Center for Youth Development (NCWRCYD) at the University of Oklahoma and the National Resource Center for Child Welfare Data and Technology (NRC-CWDT) began developing a United approach to technical assistance.

NCWRCYD focuses on helping youth in care meet the goals of safety, permanence, and well-being. NRC-CWDT works to improve data collection systems, the quality of data and to increase the use the information for decision-making in daily practice, planning, and continuous quality improvement.  Both NCWRCYD and NRC-CWDT are committed to providing the technical assistance necessary to assist you in implementing the National Youth in Transition Database.  Both Resource Centers believe that program staff and data staff must work together to reach the best outcomes for Youth:

UNYTD we will incorporate Youth into all areas of programs and services.

UNYTD we can facilitate diverse groups of program and data staff for strategic planning.

UNYTD we can facilitate systemic change by providing TA prior to and concurrent with training activities.

UNYTD we can work with your State groups and committees.

UNYTD we can assist program and data staff in analyzing data for compliance and State use.

UNYTD we will work together with the Regional Office and Central Office to ensure collaboration.

UNYTD we can arrange conference calls or on-site TA as needed by the State.

UNYTD we can coordinate peer consultations among States to share practice and data approaches. 

As your state begins to implement NYTD, remember that it is a team effort; data manager, independent living coordinator, and information system manager, all working together with other key people in your state. As you define the U in NYTD in your own way, know that NCWRCYD and NRC-CWDT are UNYTD in assisting U.
