Purpose: To assess State conformance with SACWIS requirements; and To assess whether State has successfully accomplished goals identified in APD.  
Evaluator: Division of State Systems
Regional Office(s)
Review Team: State and Federal staff
Element Reviewed:  The functionality of the system and to ensure that AFCARS data is collected and properly maintained in the SACWIS.  
Review Process:  Consists of four phases:
review initiation phase; document review phase; on-site review phase; and post-review phase. In the review initiation phase, the State submits a request for review and documentation to Federal staff for review. In the document review phase, the State and Federal team members plan the review, draft an agenda, and finalize arrangement with State staff for the on-site review. The on-site review is usually conducted over a 4-5 day period. During the post-review phase the findings and conclusions are prepared for the final report. 
Review Cycle: Through the Division of State Systems and State combined consultation, SACWIS reviews are initiated after a State’s SACWIS system becomes operational. The reviews are usually initiated by the State; however, ACF reserves the right to initiate SACWIS reviews at any time in the system life cycle.
Outcome: Corrective action may be required.
