This User’s Guide is designed to be a source of
information on the requirements for defining the population
for the Adoption and Foster Care Analysis and Reporting System
(AFCARS), as well as each of the sixty-six Foster Care data
elements and thirty-seven Adoption data elements. The User’s
Guide has been developed to assist States in the design
of the portions of their child welfare information systems
related to the collection of AFCARS data and preparation of
AFCARS submissions. The User’s Guide compiles information
from all forms of Federal guidance related to AFCARS. It has
been designed as a reference to be used as a supplement to
the Federal Regulations on AFCARS. It is not intended as a
replacement of the Regulations.
