About Xtria
Headquartered in Richardson, Texas, Xtria is comprised of three complementary business units in technology-based markets. Xtria provides knowledge management services to the commercial sector (risk management and healthcare industries) and to the government sector (federal, state, county, and local).

Xtria’s Government Solutions (GS) business unit (formerly Ellsworth Associates, Inc.) provides knowledge-based solutions for the education and social services communities. Drawing on specialized expertise in those markets, GS provides solutions that encompass research, system development, software development, web site development, data analysis training and technical assistance with the goal of improving the policies and programs for children and families.

Xtria, in its former years as Ellsworth Associates, is particularly recognized in the child welfare community across the country as the developer and technical assistance provider of the Adoption and Foster Care Analysis and Reporting System (AFCARS). Additionally, Xtria has provided technical assistance to several Statewide Automated Child Welfare Information Systems (SACWIS).

Jeffrey Johnson, M.P.P.A., Senior Research Analyst
Mr. Johnson provides technical assistance related to state child welfare data systems. Over the past several years, he served as the primary contact for many states working to improve the quality of their NCANDS data. He was also responsible for preparing many of the statistical routines used in computing state measures for the first round of the CFSR. Mr. Johnson received his Master’s degree in Public Policy Administration from California State University, Sacramento.

Thomas Wetterhan, M.A., Consultant
Mr. Wetterhan provides technical assistance, training, and program support on issues related to the development and implementation of Statewide Automated Child Welfare Information Systems (SACWIS) for the Children's Bureau Division of State Systems. He also serves as a consultant to the NRC-CWDT, providing technical assistance related to state child welfare information systems design and data reporting. He has done extensive work with States on issues related to AFCARS and CFSR data profiles. Previously, he served as a research analyst for state system automation issues for the Children's Bureau Division of State Systems and for the Child Care Bureau's Child Care Automation Resource Center. Mr. Wetterhan has a Master's degree in European Studies from George Washington University.

Kathleen McElroy-Hjelm, M.S.W., Research Analyst
Ms. McElroy-Hjelm provides technical assistance related to state child welfare systems. Prior to joining the NRC-CWDT, she was a child welfare caseworker for the Los Angeles County Department of Children and Family Services. Ms. McElroy-Hjelm received her Master of Social Work from California State University, Los Angeles.
