This Technical Bulletin provides guidance for installing and executing the Adoption and Foster Care Analysis and Reporting System (AFCARS) Encryption/Decryption Utility. By following the guidance of this Bulletin, title IV-E agencies will be able to properly encrypt and decrypt record numbers to report as the record number in the agency’s data file (foster care element # 4 and adoption element #3).
