This is the technical documentation for the Title IV-E Agency AFCARS Data Quality Utility (DQU). It is a companion to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Technical Bulletin #5a, which is a user’s manual for the DQU. This documentation is intended to give a more technical description of how the Data Quality Utility works.
