This Technical Bulletin provides information to title IV-E agencies on how to interpret the data quality reports generated by the Federal AFCAR System on each semi-annual AFCARS data submission. The Children‟s Bureau has made available to title IV-E agencies a version of the Federal utility in order to assist title IV-E agencies in assessing the quality of their data prior to submitting it to the Federal AFCAR System. Instructions for installing and executing the Title IV-E Agency AFCARS Data Quality Utility (DQU), version 2.1 is included as well.
